Jeff Bulger, aka (Papa Jeff), was born in Rochester, New York on August 6, 1982. He grew up mostly on his own and became one of the most capable, determined people anyone who knew him ever met.
He didn't inherit anything. Everything he built, he built himself. He attended Rush Henrietta Senior High School in Henrietta, New York, and went on to found Redtail Exteriors in Rochester, running an eight-person roofing crew for over a decade. He moved into the satellite industry first with Manada Technologies, then as owner of Whitetail Technologies in North Branch, Minnesota. He built everything from the ground up. He believed in giving without seeking recognition. It was something he lived, not just believed in.
He loved the Lord with a depth that shaped everything he did. His faith was quiet but real, woven through his work, his generosity, and the way he raised his children. It wasn't about performative piety - it was about living right, treating people right, and being grateful for what he had.
His happy place was camping and fishing in the woods with his family - Katheryn and the kids. He loved his dogs, Xena, Bruno, and Tank, with the same devotion he gave to everything he cared about. They were part of his circle, and he treated them like family. That's where he was most himself, surrounded by the people and animals he loved. He took pride in teaching his children manners and respect.
In the final years of his life, Jeff threw himself into artificial intelligence. He wasn't chasing money or recognition - he was chasing the thing itself, pushing consumer hardware further than it was supposed to go, seeing what was actually possible. He worked constantly, building systems that orchestrated multiple models together, teaching himself everything he needed to know.
He did it on his own terms, the way he did everything. The people he loved knew they were loved. He showed up completely, on his own terms. When he committed to something or someone, he was all in. He was the person you could count on, the one who would show up and get the job done, who would tell you what you needed to hear instead of what you wanted to hear. He expected the same from the people around him - honesty, effort, real connection. He didn't have patience for anything less.
He is preceded in death by his mother, Laurel Strauchen. He is survived by his father, Jeffrey Bulger; his wife, Katheryn; his children Daniel, Kyle, Rachel, Jeffrey III, Jenisis, and Collin; his stepchildren Casen, Anna, and Crixus; his half-brother Sean Jeffrey; and his best friends Shaun and Shelly.
